The second phase of the Parliament’s budget session is set to commence today, running until March 2. A significant development is scheduled in the Lok Sabha, where a resolution seeking the removal of Speaker Om Birla will be taken up. The notice for this resolution has been submitted by three Congress members—Mohamed Jawed, K. Suresh, and Mallu Ravi.

If the resolution is taken up, Mr. Birla will not preside over the proceedings and will instead sit among the members. Additionally, External Affairs Minister Dr. S. Jaishankar is expected to deliver a statement regarding the situation in West Asia during the session.

In the Rajya Sabha, discussions are scheduled on the functioning of the Ministry of Environment, Forest and Climate Change.

This move follows the opposition’s actions during the first leg of the budget session last month, where a no-confidence notice was submitted to the Lok Sabha Secretary General, demanding the removal of Mr. Birla. The notice, signed by 118 MPs—including members from Congress, Samajwadi Party, DMK, Left parties, and others—accused the Speaker of partisan conduct. Notably, the Trinamool Congress did not endorse the move.

Both the BJP and Congress have issued a three-line whip to their respective MPs, instructing them to be present in the House until Tuesday.

The initial phase of the budget session began on January 28 and concluded on February 13, focusing on the Motion of Thanks to the President’s Address and the Union Budget for 2026-27.
